Coronavirus: Updates Regarding Town of Avon Operations (12/03/2020)
Please note that these measures may be modified as new information becomes available.
 
The following update provides the current status on a number of Town operations as of December 3, 2020.
 
Town Offices & Department of Public Works:
 
In order to ensure the health and safety of our staff and preserve the continuity of Town operations, as of December 7th at 8:30 a.m. the exterior doors to Town Offices and the Department of Public Works will be locked. Town staff are available via phone and email Monday through Friday 8:30 a.m. – 4:30 p.m.
 
Access by members of the public is restricted to urgent business only via appointment. The public is asked to please refrain from visiting the buildings for non-urgent matters and is encouraged to conduct business via phone, email or U.S. Mail to the extent possible. Please call or email the relevant department before coming to the Town Offices to see if staff can assist you remotely, provide direction for submitting documents, or make an appointment to be seen in person.

Make an Appointment - If you do need to visit a Town facility for urgent business, we ask you to help us stay safe by making an appointment with the relevant department ahead of time. Staff will conduct a health screening over the phone when scheduling your appointment and again upon your arrival at Town Offices. You will be asked the following questions: 
 
  • Have you traveled outside of Connecticut in the last 14 days?
  • Have you been around anyone that is sick or has tested positive in the last 14 days?
  • Have you experienced any cold or flu-like symptoms in the last 14 days?
If you answer “yes” to any of these questions during either screening, you will be asked to complete your business remotely, or postpone your visit until a later date. We thank you for your understanding.
 
Please note that the use of a protective face covering is REQUIRED when entering any Town facility. Please help us to protect our staff and your neighbors by wearing your mask at all times and remembering to social distance!
 
Take Advantage of our Remote Services - A list of department phone numbers is available HERE. Clicking on the department name will bring you to a list of staff contacts for that department. Selecting an individual’s name will allow you to send that person an email detailing your request. Not sure which department to contact? We encourage residents to take advantage of a number of e-government services offered by the Town. The following is a list of online services and documents that are featured on the department pages on the Town’s website.

Assessor – Please call the office at (860) 409-4335 to see if staff may assist you remotely or to make an appointment. Property Record Look-up database is available for online access and Renter’s Rebate Program forms are available for download on the Assessor’s page. Please call the Office at regarding deadlines for specific tax relief programs.
 
Building & Fire Marshal – Please conduct business online, via phone, or through the mail. Permit applications are available for download on the Building and Fire Marshal’s pages of the website. Depending on the need, inspections may be conducted in person or remotely. Please call (860) 409-4316 to schedule or to make an appointment to come into the office.
 
Collector of Revenue – Choose one of our remote payment methods: (1) use the drop box outside of Building #2. Please mark the envelope with “Tax Office” and include a self-addressed, stamped envelope to receive a receipt, or; (2) pay by phone at 1-888-332-0286 or via electronic check, debit or credit card HERE. Fees apply to electronic payment methods. If you have questions about your bill, or need to make an appointment, please call (860) 409-4306.
 
Engineering – Please call the Department at (860) 409-4322 to see if staff may assist you remotely or to make an appointment. Maps and mapping are available online, driveway and sewer permit forms are available for download.
 
Finance - Please call the Department at (860) 409-4346 to see if staff may assist you remotely or to make an appointment.
 
Fire Marshal & Building – Please conduct business online, via phone, or through the mail. Permit applications are available for download on the Fire Marshal and Building pages of the website. Depending on the need, inspections may be conducted in person or remotely. Please call (860) 409-4316 to schedule.

Public Works – Please call the Department at (860) 673-6151 to see if staff may assist you remotely or to make an appointment. The Transfer Station continues to operate as normal with the exception that the Swap Shack is closed until further notice. Please call Public Works with questions.  
 
Recreation & Parks – Please call the Department at (860) 409-4332 to see if staff may assist you remotely or to make an appointment. Effective Monday, November 23, 2020, per Executive Order 9M, all sports related programs have either been postponed or cancelled until January 19, 2021. Very limited small programs will run in accordance with State guidelines. Please check www.avonrec.com for program information.
 
Registrar of Voters – Office hours are Tuesdays 9:00 a.m. – 1:00 p.m. and Fridays 9:00 a.m. – 12 noon. Please register to vote, change your political party affiliation, or check your voter registration status online or via mail. Links are available on the Registrar of Voters page of the Town's web site. Please call (860) 409-4350 with questions or to make an appointment.
 
Social Services – Please call the Department at (860) 409-4346 to see if staff may assist you remotely, or to make an appointment. If an appointment is necessary, there may be limits placed on the number of individuals in attendance. Dial-A-Ride and Food Assistance applications are available for download on the Social Services page of the website.
 
Those that may be in urgent need of essential items such as groceries, toiletries, pharmacy items or other urgent needs, please contact the Department of Social Services via phone or e-mail Alan Rosenberg at arosenberg@avonct.gov during business hours.  Evenings and weekends please e-mail Alan. For those members of our community who wish to volunteer or make a donation during this time, please contact the Department of Social Services as well.
 
Town Clerk – Please call the Office at (860) 409-4310 to see if staff may assist you remotely, or to make an appointment. Dog License application, Trade Name Certificates, and Request forms for certified copies of birth records, marriage records, and death certificates are available for download on the website. Land records database and public document database are available for online access via the Town Clerk’s page as well.
 
Town Manager – Please call the Office at (860) 409-4300 to see if staff may assist you remotely, or to make an appointment. Public bids and RFPs are available for download on the website.
 
Fiscal Year 2019-2020 Annual Report and 2021 Calendars are available for pick-up in the Town Manager’s Office starting today. Beginning December 7th, the main door to Building #1 will be unlocked from 11:00 a.m. to 1:00 p.m. on Mondays, Wednesdays and Fridays only for Annual Report/Calendar pick up only, while they last. An electronic version of the annual report calendar is available HERE.
 
Public Meetings & Town Hall Room Use:
 
Public meetings of the Town’s regulatory agencies (Town Council, Board of Finance, AWPCA, and land use agencies) may be held as needed for essential business but the meetings will be closed to in-person attendance by the public. The public will be able to listen to these meetings via a conference service. On each agenda, we will provide instructions for accessing the meeting.  Non-regulatory agencies will not meet until further notice.
 
Use of the Selectmen’s Chamber and the Avon Room by outside groups is suspended indefinitely.
 
Avon Free Public Library:
 
Limited browsing hours are now available for the adult collection, with appointments offered for the children's and teen collections.  Check the library's website, www.avonctlibrary.info/hours, for additional information.
 
Please remember your mask and your library card when you come to browse. All materials will be checked out via self-checkout and masks are required inside the library.

Access to the children's & teen collection is by appointment only. Call (860) 673-9712 x211 to book a 20 minute appointment to browse those collections.  Computer use is by appointment only. Call (860) 673-9712 x4 to book a 60 minute appointment to use a computer.  Curbside pickup of library materials and print jobs also still available!

All returns should be deposited in our outside book drops, no need to bring them inside the library.

Please do not visit the library if you are experiencing any symptoms of COVID-19 or have had close contact with a COVID-positive person within the last 14 days. Those over 65 or in any other high risk group should consider staying home as well.

Remember to check our website for our browsing schedule along with our full lineup of virtual programs and services including e-books, streaming video, digital magazines, and online learning resources.

Don't have a library card, or is it expired?  Avon residents may email us at librarycards@avonctlibrary.info to register or renew your card. 

Police Department:

It is the goal of the Avon Police Department to provide continued and uninterrupted police services. The following service protocols are in place:
 
  • For emergency calls, Avon Police Officers will respond as normal.
  • For non-emergency calls the Avon Police Department will be accepting complaints over the phone. Callers will be asked to provide their name and phone number to the dispatcher. The caller can expect an officer to call them back shortly to discuss the issue and determine if police response is necessary.*
  • If police response is needed, you will be asked to meet the officer outside of your residence or business.
  • If a police report is needed, the information can be taken over the phone and you will be provided a case number
  • If you must come to the police department, you are asked to call the Police Department in advance.  Anyone entering the Police Department will be required to wear a protective face covering.
  • Fingerprinting services are available by appointment only, Tuesdays, 8:00 a.m. to 12 noon and Thursdays, 1:00 p.m. to 4:00 p.m.  Please call the Detective Unit at (860) 409-4230 to schedule an appointment.  Please review the COVID-19 Fingerprinting Protocols.

*All phone calls will be made from an Avon Police Department landline so the caller ID identifies the Avon Police Department is calling. If you are unsure you are speaking with an Avon Police Officer, hang up and call our routine phone number listed above.
 
Senior Center:
 
  • The Senior Center remains closed until further notice but check out our virtual classes on the Senior Center web page under “Senior Center Classes.”  
  • The Senior Center is also offering CRT Meals on a grab and go basis.  Drive-by pick-up is Thursday at noon.  Participants will receive two frozen meals and milk and donations are $3/meal.  Seniors should call the Senior Center at (860) 675-4355 the week prior to be added to the list.
  • Dial-A Ride is operating for only critical needs such as picking up medication, medical visits, food, etc.  Please contact DAR at 860-693-6876, between the hours of 8:00 a.m. and 12:00 p.m., for further information and to schedule your rides.
Town Recreation & Parks Facilities:
 
Countryside Park Building Rentals - The Recreation & Parks Department is accepting Applications for Permits for events at the Countryside Park Building.
 
Attendance at the event must be in accordance with Governor Lamont’s Executive Orders regarding limits on Indoor and Outdoor Gatherings effective at the time of the reservation. Sanitizing of the facility and amenities are the responsibility of the user.
 
The Application for Use of Public Places and the COVID-19 Agreement Form for Facility Rentals are available HERE. Both must be completed and submitted to the Recreation and Parks Department for approval.
 
Public Parks and open space recreation areas remain open. Use is subject to the guidelines, as required by Executive Order, and generally accepted social distancing measures. Please note the Town and Board of Education are not sanitizing these facilities. Non-organized events such as pick-up games and organized or recreational athletic activities with 4 or more people are prohibited between November 23, 2020 and January 19, 2021.
 
We ask that ALL of our park patrons and program participants abide by the State guidelines, including mask wearing, social distancing, and good hand hygiene.
 
Probate Court:
 
The Simsbury Regional Probate Court serves the residents of Avon, Canton, Simsbury and Granby, and is situated in the Simsbury Town Hall.  The Simsbury Town Hall is currently closed to the public due to COVID-19, however the Probate Court remains open to the public and attorneys via e-filing through TurboCourt, mail and the telephone.  Judge Becker and her staff review e-filings, mail and voicemail messages on a daily basis, in addition to answering phone calls.  Hearings are currently being conducted telephonically, and video-conferencing capabilities for hearings are in the process of being installed. For additional information please consult ctprobate.gov.
