REMINDER: The Canton Planning and Zoning Commission will hold a public hearing on the Town of Avon’s request for a change to the zoning regulations to permit communications structures up to 170 feet in height on December 18, 2019 at 7:00 p.m. at the Canton Community Center located at 40 Dyer Avenue.  Please read the attached document for more details regarding the Town’s application.  More details on the status of the Town & Public Safety Communications System Project are below.
 
Avon, CT - November 22, 2019 -  The project to replace the Town’s existing conventional analog communication system with a 700 MHz communication system meeting the Project25 (P25) standard is continuing to progress. At this time, staff are continuing to work with the Town’s consultant, Federal Engineering, and selected vendor, Motorola, to refine the system’s design and to acquire the necessary permits and land use approvals. In July 2019, the Town received confirmation that its application to the local region of the Federal Communications Commission (FCC) to acquire the required frequency licensing for the system was approved. In order to achieve the Town’s desired coverage specifications, particularly on the west side of town where in-building coverage is often sparse, a taller communications structure will be required at 170 Kingswood Road. This site, owned by CT Water Company and located in the Town of Canton, is currently utilized by the Town of Avon for its existing communication system. Its location on the top of the ridge line allows for a direct connection to the Town’s other communications site on Talcott Mountain. Due to the location of the Kingswood site, all permitting applications are subject to the approval of the Town of Canton.
 
As of this writing, the Town has submitted an application to Canton’s Planning & Zoning Commission requesting a change to the zoning regulations to permit communications structures up to 170 feet in height. Canton’s current regulations do not allow these types of structures to exceed eighty feet. A public hearing on the Town’s application will be opened at the December 18, 2019 meeting of the Canton Planning & Zoning Commission. All meetings of the Canton Planning & Zoning Commission begin at 7:00 p.m. and are held at the Canton Community Center located at 40 Dyer Avenue.
 
Pending the approval of the Town’s zoning regulation change application, a second application will be submitted to Canton for the approval of a special permit for a 170 foot monopole communications structure to be installed at 170 Kingswood Drive in support of the Town’s communication system project. We anticipate that the entire permitting process will take several months.
