ARPA Update - February 10, 2022

At its February 3rd meeting, the Town Council received presentations from Town staff and the Board of Education regarding ARPA project ideas. A recording of the relevant section of the meeting can be found HERE.
 
An updated worksheet of proposed projects as of January 27, 2022 can be found HERE. You will note that projects have been divided into four categories:
 
  1. Six projects that the Town Council is already familiar with either through prior discussions or capital budget presentations. These projects are indicated in BLUE on the project worksheet and a slide deck with additional project details can be found HERE.
These are projects that staff would have recommended for inclusion in the Fiscal Year 2022/2023 capital budget if not for ARPA funding. At its February 3rd meeting, the Town Council approved supplemental appropriations totaling $1,260,000 to fund these projects. The supplemental appropriation requests will next be considered by the Board of Finance at its February 28, 2022 meeting. Assuming approval by the Board of Finance, work to implement these projects can begin immediately.
 
  1. $1 million in pavement management funding is proposed in the Fiscal Year 2022/2023 capital budget. This project is indicated in YELLOW on the project worksheet. Assuming approval at the annual budget referendum in May, these funds will become available for use in July 2022.
  1. Nineteen projects that are well defined and have good estimates. These projects are indicated in GREEN on the project worksheet. Town and Board of Education staff presented eighteen of these projects to the Town Council at the February 3rd meeting. The nineteenth project, “Fiber Buildout” is still in development and will most likely be presented to Council in March. Slide decks that were prepared by departments are linked below.
Please note that the Department of Social Services presented their project proposal without the aid of a slide deck. Their presentation can be heard at 1:55:00 in the meeting recording.
 
  1. The fourth group includes some projects that were suggested by staff that have subsequently been determined not to be priorities or may have other funding solutions. These projects are indicated in ORANGE on the project worksheet. There are also two requests in this group from non-profits. One is from the Avon Historical Society and they presented their proposal without the aid of a slide deck.  Their presentation can be heard at 1:36:00 in the meeting recording.  We are also anticipating receiving a request from the Farmington Valley Health District which is not independently eligible for ARPA funding. The details of this request are unknown at this time and are not included in the worksheet.
