October 11, 2022 Update
 
The Town Council continues to discuss and receive additional information on ARPA proposals that have been submitted by Town and Board of Education staff and members of the public to date.
 
At its October 6th meeting, the Town Council approved an appropriation in the amount of $10,125 to support the Avon Senior Center’s new Monday Meals & Minds Program for one year. The program, as presented by the Senior Center Coordinator during the meeting, will provide Avon’s older adults with a nutritious and delicious lunch and an engaging program on a topic that is of interest to the target population.
 
The Town Council also considered and approved a Transfer of Appropriation request in the amount of $83,950 from the ARPA project for Sycamore Hills Pool Repairs to a new project titled Sycamore Hills Recreation Area Improvements. In February, $100,000 was appropriated to make repairs to the pool. The Town has since determined that the scope of work can be completed for a lower cost than was originally identified. The balance is proposed to be used to fund several other improvement projects at the pool facility, such as the replacement of lifeguard chairs, replacement of bathroom fixtures, and installing new epoxy floor coverings.

Should the Board of Finance approve these two appropriations at its October 24th meeting, a total of $3,629,934 of the Town’s $5,408,793 ARPA allocation will have been appropriated and a balance of $1,778,859 will remain. At its meeting on November 3rd, we anticipate that the Town Council will receive a recommendation from Town Staff for an appropriation and a contract award for a bicycle and pedestrian master plan. We also anticipate that Council will consider a request for funding for various Social Services functions. In addition, staff hope to have more information to share with the Council about potential state funding sources that may offset the cost of the proposed Town-wide Fiber Network Project and the Senior Center Restroom Renovation Project.
